Ah... I see.

There are a lot of products out there, though I am leery of anything that makes the cage stand too far out from the fork. The rotational forces from steering off road can easily make a proud cage with weight rotate on it's axis into the wheel.

I just went through thinking about mounting a cage to my top tube where there are no bolts.
One good thing about the Blackburn cargo cage is that it has three slots as well as two bolt holes so you can run three hose clamps to secure it close to the tube/fork. In my case I ran the frame bag velcro through the cage as well and will finish it by using 3M double sided tape to keep it from slipping around. On a non tapered fork one could do the same with clamps and finish with electrical tape so they don't look like clamps or snag stuff.
