Is the fork carbon or steel? I would not bolt anything hard/metal to a carbon fork. I would consider it with a steel fork but some high end forks use somewhat thin double butted fork blades to be careful. Whatever is used, make sure they don't rotate and send the load into the spokes.

Tim, you and it think alike. Now that I consider it, I'm sure it's wise to attach anything to my carbon fork. For safety reasons, I rather buy a fork with braze ons integrated in the fork or since this would be for bikepacking, maybe a front rack.
