I recently bought a '91 400 with decent paint and a fantastic vintage wheelset (Mavic MA2/Superbe Pro) for $50 total.

Unless it's a sentimental frame, there may be much less expensive ways to build a 400 with good, original paint rather than start with a frame that has "problems."
I think I asked $200 for it and took $185 via FB marketplace at the tail end of summer. It had a full overhaul and new consumables I touched up and waxed the paint but its original, I paid about $100 a few years ago and it got used as a trainer bike for a winter before getting an overhaul so I guess I about broke even lol.
