It uses networks that have better coverage in metro areas. It probably doesn't beat Verizon and ATT for overall coverage (outside of metro areas).

The phones do this automatically. Voice (generally) and SMS text don't use a data connection. Old phones can do these things without a data plan.

Text is more reliable than voice. That is, text might work when voice doesn't.
