Planet Bike Cascadia fenders include two "offset" spacers that you install on the caliper side to allow the stays to clear the calipers. Works great for my application.
i've got the same on my foul weather beast that has disc brakes. the included spacer and longer bolt do the trick.
overall the PB cascadia fender is great.
