I had Tiagra 10-spd and just upgraded the Crank, FD, and RD to GRX400 10-spd. It's a beauty and cost me very little given it is compatible with the existing hydraulic shifters. New rings are 46/30. I didn't consider what you're suggesting re: 11-spd chainset - can't think of why it wouldn't work.
