We'd need to have pictures or know the year of the Raleigh GP, as it varied so much over it's life. However, the ProTour is a very basic bicycle, with some upgrades, It would appear to be a hi-tensile steel frame. Most of the OEM parts are steel, including the rims, hubs, crankset and derailleurs. This would quite heavy, around 30 lbs. New, it probably didn't cost $200.00 CDN.
