Germany" "roads" vs "pavements"?

"The text approved by the Bundesrat on Friday enables battery-powered scooters to circulate on roads and cycle paths but forbids them from being used on the pavements."

Would anyone please explain to me what exactly is enabled by this law? More specifically, the above wording seem to state that e-scooters are "allowed on roads, but forbidden on pavements". This implies some terminological difference between "roads" and "pavements". So, what is the difference?
