How big are the negatives? If they are 35mm the cheapest route would be to buy a $150 film scanner. I found a stash of old negatives in my fathers basement and now they can access them from their phones to show their friends life in the 1950's.
+1 or find somebody who has one. That way, you get a contact sheet and can choose prints to have made rather than all of them.
