I don't think it would be too difficult to get a bike in between bollards spaced 5 feet apart. The bollards on one of the local MUPs here are less than 3' apart, and at an angle to the trail, so they seem even closer.
Looks to me like they're just making it impossible for cars to use. If they wanted to stop bikes, they'd tear the pavement out and put in more grass.
