I read somewhere that it takes about a quarter second for the eyes to capture an event and send it to the brain, the brain to process it, decide what to do, send impulses to the appropriate muscles, and the muscles to execute those commands. However, there are neurological shortcuts based on past encounters...and this is why certain static optical illusions appear to have movement at first glance.
