Yes, longer arms won't help unless you are moving the brake mounting point away from the wheel (aka use smaller wheels). This is the idea behind 650b conversions.
Why stick religiously to Campy? These brakes were simply not designed with fenders in mind. There are plenty of centerpull brakes (MAFAC, Weinmann, Dia Compe) that not only have more clearance, but work better than 99% of Campy sidepulls.
