Changing the brake reach won't by itself affect fender clearance, but it may allow you to use smaller diameter wheels (e.g. 700C if your current wheels are 27" or 650B if your current wheels are 700C) and thus increase the distance between the tire and the fender. Whether or not this will actually work for you depends on your specific frame and brakes.
