Shoulders in central Florida

I recently spent a week cycling about 250 miles around central Florida, mostly west of Orlando and north - northeast of Tampa. In the rural areas it occurred to me that the US highways (50,98,27,17) have decent shoulders and the traffic isn't moving too fast for it. The county roads have little to no shoulder as a rule. Is that a good assumption for the rest of Florida? I'm thinking of some big trips and like my shoulders. All that said, all of the 1000s of drivers I encountered only 2 commercial trucks doing 45-50 buzzed me. Everyone else was very courteous, had a great time.
