I really can't speak to the value of your Raleigh frame. But, I do know that somewhere around 1987 that the Raleigh brand name & North American distribution was sold off. I think that Huffy USA had control of the brand during that time. (But, I could be wrong). Revolutionary changes in the manufacture of bicycles began taking effect during that time and, many of the old brands simply ceased to exist. By 1990, Taiwan was producing more Raleigh's, Schwinns &, Fuji's than anywhere else.
