Sounds like the LBS manager is trying to oversell you on a few things. Wheels may need a true if there aren't any cracks etc. Will likely need new tires/tubes. Stem is unlikely to be dangerous if it's torqued correctly.
Sounds like a lot of fearmongering to get you to buy more parts.
