It's NY State, not the city, that has the "must use" law for bike facilities. It would mean more to me if they repealed that law rather than maintained bike lanes. To me, it's a no-brainer that I have to go around an illegally (or legally) parked vehicle, whether it's in a bike lane or not. In places where people block the lane a lot, it shows that it's not a good place for a bike lane. I'd rather have a wide lane where a car and a bike can fit together than separate lanes.
