Is it open for true alcoholics that may go in withdrawal if alcohol gets harder to come by and could add people going to the hospital, or is open because it is state run and will help generate revenue.

People are anxious - let those that want to (reasonably) self-medicate do so. Otherwise, even drinkers that don't have a bad relationship with alcohol will riot if they can't have a tipple while locked in, waiting to see if the world will crumble.
