I guess it's possible but I've ridden a number of folding bikes and never run across particularly weird cranks (the recumbent community, on the other hand...). The relationship between wheel size and speed has a bunch of factors but generally winds up being a couple watt difference. You don't see them in the peleton for a good reason but most people won't notice much of a difference.
