Reminds me of a guy that would "ride" circuits through the local grocery store I used to go to every Sunday morning.
He'd get behind an empty basket and fast cruise the outer perimeter of the aisles with nothing in the basket. He never wanted to slow down for people actually shopping.
It went on for at least a year. I'm not sure who kicked him out for good.
"Mall Walking" is common, and generally accepted in many places. They may even have organized groups that do it. But, I'd imagine that they actually talk to the management and do it in such a way not to interrupt customers. Light business hours?
