I think it's a production frame but an entry level model with low workmanship standards. Besides the poor brazing, it has what appears to be stamped dropouts and steel headset cups. Metal plated finishes became popular on entry level models as a marketing tool, starting in the early 1990s.

There's nothing proprietary about the triple triangle/quadrilateral/Hellenic frame style. Back in the 1980s, two other big users were Shogun and Nashbar, though I don't think this is either brand or that old.

Along with malacal622, I'd like some additional information, particularly the serial number, steering column markings and seat post diameter. This may not allow us to determine the brand but it should corroborate the level and may allow us to determine the year.
