A good idea, but maybe not feasible. USAC itself isn't a non-profit, so probably not set up to take donations.

USACF (USA Cycling Foundation) is a 501c3 but if all the donations go there, they'll have way too much money to support olympics and youth development and nothing to run the actual headquarters of USAC part.
