Same here in VA. My rides long or short.. I get just as wet from sweat as I would if it was a down pour. The is no difference. If I am wearing a shirt with pockets, my phone is in a ziplock even if it's not raining. I've tested decent thin loose non biking shorts and a gel seat pad I had laying around recently. I did stay a little cooler but still saturated but the gel seat cover moved around to much and made things way too awkward.
