I've seen a video of a person carrying a single dog, maybe a Golden, in a cargo bike. It looked like a good way to go, but again, there becomes the issue of two large dogs.
If one really wants to be car-free, without an automobile backup, then a large cargo trailer is worth its weight in gold.
