Definitely sounds like a girl that has suffered the ill-fate of the Canadian Socialist Medical System...not only did her surgery / treatment not cost her a penny (perhaps she has to pay a bit for her anti-rejection meds, and perhaps she has to pay a bit for a private hospital room (luxury essentially)), but she is now world famous....
