I don't know if there is a formal definition for 'car light', but I suppose 4000 km per year would qualify, which is where my wife and I are at in recent years. Even ten years ago it was 8-10,000 km/yr - the difference being one road trip each year back then. Everyone in the family commutes to school or work by bike or foot, and the cumulative distance by all would exceed the driving distance (which I already do by myself).
