ONE general traffic lane was restored. Is that half full or half empty?

Kind of like East Arlington, where a small vocal group made sure that two lanes could emigrate from Arlington, but there was only one lane for immigrants. (Dictionary definition - those who migrate from or to a place, in this case twice a day.)
