Buy some new tubes & tires, zip tie those cables in place and ride it until you got $50 of enjoyment.

Realistically if you put 30 to 60 Minutes of time cleaning up the wheels with a bit of steel wool polishing the bike making sure everything's adjusted okay, and if it has good tires, I think in my area you might get $50- $75.

In current condition I would say $25-$50.
