You and I aren't the only ones. Check Trip Advisor. The drive gets lots of complaints. I would be really pissed if I had to pay like drivers do.
I see lots of beautiful photos of the area but sure don't remember that. What sticks in my minds was all of the houses. I guess that is mainly what you see with the exception of a short section of scenery.
