The fenders on my RTP bike, with 26"wheels, are sold as 700c (29er} fenders. No problem.

The thing is, if you make them wider, you reduce the radius.

Your fenders have a rolled edge, right? So measure the space between the two rolled edges, and cut yourself a little stick of wood (like a pencil stub or something like that size) a little longer than that that measurement. So if the fender measures 42 mm, cut the wood to 45 mm.
Use a twisting motion to jam it between the rolled edges at one end of a fender, then slide the the stick along between the rolled edges all the way to the other end of the fender, pressing the rolled edges apart as you go. Make a couple passes, it should get easier the second pass. Your fender will now fit a smaller wheel.
You may have to repeat that process with successively longer pieces of wood before you get to the right size. Whole process should take just a couple minutes. Don't overdo, if you go too far,undoing this isn't so easy.

Edit, lest I go off topic:
ISO old 36h track bike hubs. This is for a bike from the 40's or early 50's. American or English stuff (Bayliss Wiley, BHC, Philips, etc), would be great, but I'd consider French, Italian, German, whatever.
