The rim width number is likely the internal width — 20mm — of the rim, which is a bit wider than standard road rims (at least historically speaking). 25mm tires would be a good fit and probably will blow up a bit wider than 25mm on those rims. 25mm tubeless Scwalbe tires blow up to about 28mm on my 21mm rims, for example.
