Just my opinion, but I would do the same as Chinook. Seems to me like the easiest way for you to get the most value out of the situation. I would always be bothered by the attachable cage holder, both the looks and the location if it is not on the seat tube. I rebuilt a bike a couple of months ago, steel frame that had cage mounts only on the down tube. I never even thought about getting rivnuts installed until after it was done.
