The sad fact is that most people in positions of authority do regard letting the air out of school bus tires a more serious offense than trying to hurt or kill someone riding a bike.
Letting the air out of the tires of all the school buses might be just as serious. In many places, school buses are major parts of evacuation plans. This prank at the wrong time could be very serious.
