Exactly what I do, around 20° and make it heavier long sleeved base layer and heavier jersey below 20, and I'm fine on commutes. You might want warmer if you're out longer. Under 10 or 15, maybe another base or thicker bike jacket, below that don't ask me because it doesn't get any colder here.
