In my experience I love how the Maxxis Rambler 40s are on pavement and off.
I've heard good things about Schwalbe G-One Allround, Donnelly MSO, WTB Nano or Resolute even. Or you could try to go the other route and go high volume slicks. People seem to love that. Rene Herse Barlow Pass 38c, Maxxis Velocita 40c, WTB Byway 40c. Panaracer gravel king slick's in 38c etc.
