Tires & clearance for 2009 Cannondale?

Hi all,

First time posting here.

My GF and I just bought a 2009 Cannondale Road tandem 2 bike. It came with disc brakes, fatty front fork. We are wanting to ride this on both paved roads & gravel roads. I've seen from other posts "Tire clearance on 2004 Cannondale?" that 38mm tires fit onto the 700c wheels no problem.

My questions:
  1. Does anyone have experience with putting on larger tires than 38mm? (I'm thinking larger is better for gravel riding)
  2. If I buy some different wheels (650 or 26") can I run larger tires?
  3. Are there tandem specific tires? Or will any road/gravel tire work?

My stoker and I are about 280 lbs total weight, if this matters at all. (plus add some weight for water bottles, spares, multitool, etc...)
