I will echo above start with a derust and buff and ride it see how you like it, you can always strip it later, if you
start with the strip and repaint then you are out of options. Also if you start with it as is and ride it and decide its too big or too small for you then you haven't made a big investment only to find the bike doesn't work for you. (ask me how I know
