The old adage of measure twice/cut once holds very true for this.
With one exception that may or not be useful here. If you've never cut a steerer tube (steel, aluminum, carbon) -
a couple of practice cuts well away from the final cut will boost your confidence that you can do the job right on the "cut once" final cut.
