Soft Panniers have frames. Mounting stuff is easy ... and for this guy, would be even easier.
Does the front shelff hold a milk crate or something?
Alos ... I have hung a big bag (soft with a rigid frame) off the bars and supported it on a shelf built off the brake mount bolt ... but in future I'd also consider struts off the front axle fender mounts.
