Are you certain the headset is the source? Have you checked handlebar/stem?
Check & grease the stem bolts, as well as the top cap bolt, especially if you frequently ride in the rain. These points are a common source of creaking on my bikes. I have to remove, clean, and regrease those bolts about once a year to get rid of creaking from torquing of the handlebars and stem.
