I'd turn on Cellular Data. The app maybe wants to find the mother ship so it can do LiveTrack, Notifications, etc.... Maybe it's constantly searching for that connection, kind of like a cell phone will do when there's no cell service, the battery drains as the device is constantly transmitting to get a connection. Just a thought.
