Believe me that i ride plenty of hills, had almost 500000 of elevation gain over the last year. The only time i would find i need a lower gear is for heavy loaded touring up a steep hill, and then my low gear is 24/32. I am just trying to say that the 28/28/48t crank should be more than adequate for the majority of commute riding, which is why it is so prevailent in so many manufacturer's hybrid and commuting bikes.
