There are plenty of tires for mixed-duty like you describe in this size range. You could use as narrow as a 700x35, or up to about a 700x45, and still have plenty of frame clearance. Schwalbe make a number of different tires that should work well for your intended use. The Hurricane is available in a 700x40 size, and is more suited for more mixed use conditions. The Little Big Ben is available in a 700x38 size, and is going to be better suited for commuting. Continental make a number of different city-oriented tires in this size range, as do Michelin, Vittoria, and many others. Here's my 2018 Roam 2 on the Schwalbe Little Big Bens, for reference (and those are Planet Bike Cascadia fenders).
