The guy has lived in downtown Detroit for 11 years and before that "in the suburbs" (of Detroit, it seems). They live in the Lafayette neighbourhood, which is a cold spot on the Detroit crime heat map. I'm sure he has a pretty good sense of when and where it is safe to be out and about around the city.
