I'm a mechanic at a Giant shop--and I'd bet a considerable sum of money that Giant would not say that's safe at all. That's a full carbon rim and the layup is compromised.
Unfortunately the damage is not related to riding so it does not quality for Giant's Carbon Confidence program. If they have a replacement rim in stock you should expect to pay for it and a rebuild of the wheel or for a new wheel, which may or may not be less expensive.
