I'd contact Burley to see if they offer another trailer cover that would change it to a kid's trailer. My kid trailer the seat and straps are built into the fabric cage which could be easily taken off and replaced. If not I'd pony up the cash for kid specific, kid trailers have 5 point harnesses and a comfortable seat for them to sit on.
