Totally bizarre: the cable hanger "loop" and canti bosses are inboard on the seatstays? Why? Rack clearance? I see it has a 2-oval slot BB shell, MIGHT be Italian but nothing certain. If the fork is original that's what OP should check (steerer base) for rifling to determine if it could be Columbus. If the Weinmann CP hanger is OEM I tend to think that's a clue for "not" but....need more info. Looks like a braze-happy chap added some bits, including the extra DO eyelets for fender/rack.
And my guess: yes the OP re-painted this cause it's masked, and the vise it's clamped in has same green paint on it.
