That's not a bad price for that frame. My custom ti frame from a small (but award winning) local builder was in the $3,000 range back in 2016. Cerakote finish was a couple hundred bucks extra. And it took about 7 months to get. That was due in part to some additional finish work that needed to be done after the first go around.
I don't know how much my Seven was since I bought it used but from what I have read it was probably at least $3500 in 2010.
