Id guess you need clearance over the tire .under the mudguard for snow?

a possible kludge.. cut the mudguard where it will be too close ..

and continue from that cut, with a bracket spanning the interruption..


I have my front mudguard mounted on either side of my fork crown,
so underside of the crown is the low point..
