Velo Vol note road condition. This is a bit of an extreme example of our road decay, but it is not very hard to find this kind of stuff around here - I can think of at least three spots on my regular routes that are this bad or worse:
As a retired highway engineer, I can say without hesitation that that is a surface failure.
